Water Main Design Team Manager

About the Opportunity

Chicago, IL is one of the most vibrant and diverse major cities in North America, and the City of Chicago, under Mayor Rahm Emanuel, has engaged in a major infrastructure renewal program, “Building a New Chicago.” Announced in 2012, Building a New Chicago is a ten-year program that will invest over $5 billion in the Chicago Dept. of Water Management (DWM) water and wastewater infrastructure. CTR (a joint venture of CH2M, exp U.S. Services, and Arcadis U.S.) plays a major role in this infrastructure renewal effort by providing program management services to DWM for delivery of its capital improvement program (CIP), a $400M - $450M per year undertaking.

The DWM CIP Delivery Program is one of the largest and most varied infrastructure renewal programs in the U.S. The CTR team touches virtually every aspect of the DWM CIP, as well as providing critical support to the Department’s operations. As part of the CTR program leadership team, this position is a major opportunity for those interested in the challenges of large program delivery, industry-leading engineering/construction applications, and leadership in a stimulating and rapidly varying environment. 

Position Description

CTR provides design and construction management services for the water main that is replaced by DWM and the primary responsibility of this position is to lead the team that produces the CIP designs. The team is comprised of 14 engineers and technicians, and produces approximately 200 designs per year covering at least 120 miles of grid main replacement. The position is deadline driven and requires a high degree of organization and leadership to maintain multiple fronts of client interface, cross-discipline coordination, project delivery, and staff development. The daily responsibilities of the Water Main Design Team Manager can include the following tasks:

  • Interface on at least a daily basis with Client stakeholders for problem resolution, planning and goal setting, and expectation management
  • Review, sign, and seal engineering plans for water main improvements
  • Mentor Design Team development by providing junior engineers with oversight and guidance, as well as training in DWM water main design guidelines and procedures
  • Provide guidance and review of coordination projects with other entities and agencies
  • Manage existing design delivery workflow, develop and maintain performance metrics, and pursue opportunities for continuous improvement
  • Promote and ensure a high level of product quality through frequent measurement and evaluation of design review, quality assurance, and quality control procedures; lead by example in this area
  • Lead staff recruitment and hiring process when necessary
  • Coordinate closely with the CTR Force Account, Engineering Planning, Program Controls, and Construction Management teams
  • Daily interaction with the Program Manager and CTR leadership team for program delivery coordination, strategy development and execution, and CTR team well-being
Required Skills
  • Demonstrated leadership and management of extended design delivery teams
  • Proven ability to interface and work effectively with client organizations
  • Detailed  understanding  of  total  project   delivery  requirements,  including  planning,  design,  and construction
  • Commitment to and experience with team and staff development
  • Demonstrated capabilities in multi-variable work flow management: planning, monitoring, and reporting
  • Strong interpersonal and communication skills, both oral and written
  • Extensive working experience with utility infrastructure development; particularly in major urban environments
Preferred Skills (or willingness to learn quickly)
  • Program or large project delivery environment experience
  • Familiarity with Primavera® Version 6 and ArcGIS®
  • Familiarity with the City of Chicago, its water system, and construction specifications
  • Familiarity with Illinois EPA and Illinois Pollution Control Board regulations
Education and Experience Requirements
  • B.S. degree in civil or mechanical engineering
  • Professional engineer registration and ability to obtain Illinois PE within three months
  • Minimum twelve years of experience in progressively increased project delivery roles, with at least three years of detailed utility design or CM experience (utility experience does not have to be contiguous)
