Substation Construction Manager

General Description:

Milhouse is seeking candidates for our client located in the Philadelphia PA area. The Substation Construction Manager will act as the owner’s representative with primary responsibility for all phases of the construction of a new GIS substation. The focus will be to coordinate with multiple disciplines on the construction of new substation with gas insulated switchgear (GIS).


Duties include but are not limited to: 

  • Evaluate EPC specifications
  • Provide quality assurance reviews on work performed by other engineers, suppliers, and contractors
  • Coordinates the project procurement
  • Oversee the work of other engineers and contractors
  • Provide on-site construction representative services during construction, including field observation and documenting of construction activities and material availability
  • Assist with project delivery strategies
  • Plans, organizes, and directs activities concerned with the construction and maintenance of structures, facilities, and systems.
  • Confers with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures and construction activities.
  • Manage site safety including performance of safety audits.
  • Provide constructability feedback during design and walk down.
  • Review/Manage Scope Change requests.
  • Directs weekly construction meetings.
  • Prepares daily/weekly/monthly progress reports.
  • Coordinates punch list preparation and project close-out.
  • Maintain financial monitoring
  • Provide safe and reliable construction services based on applicable industry standards


Bachelor’s degree in Electrical Engineering or Construction Management plus seven years relevant experience

  • High level of knowledge on Gas Insulated Switchgear (GIS)
  • Electrical utility experience (highly desired)
  • Highly articulate, have clear and analytical approach to problem solving, and strong decision making abilities.
  • Must have experience with setting meetings, organizing agendas, and keeping minutes for projects records
  • Knowledge of applicable codes and standards
