Join Milhouse for the opportunity to be a key player on the dynamic Program Team at JFK Airport in New York.  Milhouse in currently established and building up a team of dedicated professionals based in the New York area.


Works within the new program management team, independently preparing comprehensive cost estimates for large and complex airport projects. Prepares conceptual estimates with limited design information as well as detailed estimates as more complete scope and design information becomes available.   This includes regular milestone updates to preliminary estimates, addressing the basis of estimate, assumptions, allowances, contingencies, and risk issues included in the estimate. Provides total installed cost estimates along with maintaining records for program cost history at the facility type and discipline level to track accuracy and for comparative analysis with subsequent estimates.


  • Prepares conceptual estimates from narrative descriptions of proposed facilities and knowledge of surrounding airport operations conditions and impacts.  This occurs before any detailed scope and drawing information is available.  Organize project estimates into key elements, areas, disciplines and types of work, along addressing general conditions, logistics, labor and materials market conditions, to focus on expected bid/proposal construction costs.
  • Conceptual estimates will also be built up with indirect costs for management, testing, owner costs, contingencies, and other items to provide overall total project costs for budgeting and forecasting.
  • Subsequent development of estimates includes analyzing drawings, specifications, conceptual diagrams, equipment proposals, and estimating cost at the more detailed labor, material and equipment level.
  • Works with Project Managers and Schedulers to firm up anticipated construction durations based on phasing plans and subsequent construction schedules. 
  • Develops estimates for large scale design build projects as well as CM at Risk and hard bid projects. Includes supporting the program team in negotiating contract amounts and subsequent change orders.
  • Where required will manage the development of formal independent cost estimates (ICE).  Leads estimate reconciliations, resolving variances with estimates provided by design teams and developers, analyzing differences in scope, quantities, unit pricing, and logistics costs.
  • Provides estimating and life cycle cost support for analysis of key design alternatives and value engineering efforts.
  • Collects and maintains historical cost information, market conditions, and construction methods in order to stay current on market trends and improve subsequent estimates.
  • Oversees the use of estimating software, setting up standard formats, tables, and overall data organization for the program.
  • Participates in negotiating meetings and client presentations when required.


  • Bachelor's degree in Engineering, Architecture, Construction Management or Business
  • 8 years’ experience or 15 years of progressive estimating experience in facilities absent the education referenced.
  • Ability to type 37 wpm with 92% accuracy.

Preferred Qualifications

·  Airport experience with exposure to landside, airside, terminals, concourses, and other infrastructure projects, including key airport systems and equipment.

·  Experience preparing cost estimates using a variety of Estimating tools, including Excel , Sage Timberline, HCSS HeavyBid, or other software.

·  PE or AACE’s CEP (Certified Estimating Professional)

General Work Conditions

Office Environment: Work is generally performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Individual will make periodic project site visits to become familiar with site conditions and consider various issues that will affect the estimates.  There may also be occasionally offsite meeting around the NYC Metro area.
